During the quest Royal Blood enter the Town Hall (#1) and speak with the dwarves to be given this quest. It appears that Saskia had a special chalice ordered but it was switched with another. You’ll need to speak to the runesmith Thorak, who’s the only one capable of reproducing the chalice.

You can speak with Thorak but he’ll deny making the chalice. You’ll need to complete the Baltimore’s Nightmare quest first. Once that’s finished search Thorak’s House (#2) and loot the chest near his bed to find a Receipt which proves Thorak had something to do with Saskia’s poisoning.
