On the road from Crow’s Perch to the Boatmaker’s Hut you’ll come across a Merchant being attacked by 3 Bandits.

When you get closer to try to help you’ll find out the Merchant is one of the Bandits and was trying to trick you. The 4 Bandits will attack so kill them all to complete the quest.
