A Hallowed Horn can be started by reading the notice board at Holmstein or by running across the Bandit Camp in the north of Arinbjorn.

When you find the Bandit Camp, kill them and loot the chest for the Horn and a Journal. If you haven’t read the notice board next you’ll need to read the Journal to find out what to do.

Head to Holmstein and find Mathios. Give the Horn to him to complete the quest. He won’t be happy you killed the men as he claims they weren’t bad men but there’s nothing you can do about it.
