In a cave south-east of Blandare you’ll find a Bard asking for help. His beloved is further in the cave but he is scared of waking her.

As this seems like a strange arrangement go further into the cave to investigate. It appears his “beloved” is a Water Hag. Kill the Hag to complete the quest. When you come out the Bard will have run off.
